General Rules
Article I: Name
This Forum shall be known as The Asian Public Administration Forum (APAF).

Article II: Purposes
1. Encouraging the collective study of public administration, public policy, and governance in Asian countries
2. Promoting scholarly research and communication between Korean and Asian country specialists in public administration and public policy
3. Increasing academic and non-academic opportunities for members
4. Conducting other activities that pertain to the objects of this Forum

Membership
Article III: Qualifications of Members
1. Individual Membership: Any scholar or policy specialist sharing the objects of this Forum may become a member upon approval by the Administrative Committee.
2. Institutional Membership: Any policy-related organization or institution sharing the objects of this Forum may become a member upon approval by the Administrative Committee.
Article IV: Privileges and Obligations of Members
1. All members shall be entitled to attend and to participate in the General Meetings of the Forum.
2. All members shall observe and be bound by all the provisions of the Constitution. All classes of dues and registration fees shall be set separately.
Article V: Resignation and Expulsion of Membership
1. Any member may resign from the Forum by giving to the Forum prior notice in writing to that effect.
2. If any member has willfully done anything to hinder the objects of the Forum, or has behaved in a manner likely to be injurious to the reputation or interests of the Forum, such Member shall be liable to expulsion by a resolution of the General Meeting.

Office
Article VI: Elective and Appointive Officers
1. The officers of the Forum shall be two co-chairs (one permanent chair assuming the presidency of the forum), Vice-Presidents (not more than three), an Auditor General, a few Counselors, and about ten Council members as needed.
2. The General Meeting, by majority vote, shall elect the two co-chairs and the Auditor General.
3. All other officers will be appointed by the President.
4. The President, the Non-permanent Chair, the Vice-President, other members of the Council appointed by the President, and three designated officers (including the president) of individual Asian countries' forums for public administration shall constitute the Administrative Committee of the Forum.
5. The President may establish other offices, boards and committees, as the business of the Forum may require.
Article VII: Terms of Officers
1. The term of the President shall extend for two years and the President officially represents the forum and oversees all the operations of the Forum.
2. Should a vacancy occur in the Presidency, the General Meeting, by majority vote, shall designate a member of the Forum within three months to fill the unexpired term with more than one year remaining in the term. If the unexpired term is less than one year, the vacancy will be filled by the Non-permanent Chair.
3. The term of the Auditor General shall extend for two years. Should a vacancy occur in the Auditor General's position, the General Meeting, by majority vote, shall designate a member of the Forum to fill the unexpired term.

General Meetings and Administrative Committee
Article VIII: Annual and Extraordinary General Meetings
1. An Annual General Meeting of the Forum shall be held in every January.
2. An Extraordinary General Meeting shall be held by the President as needed.
3. One third of members shall constitute a quorum, and a majority vote of the members in attendance shall control its decisions.
Article IX: Administrative Committee
1. The Administrative Committee shall be the governing body of the Forum and have general charge and supervision of its business and interests in accordance with this Constitution and decisions of the General Meetings.
2. The Administrative Committee shall meet on call of the President whenever necessary.
3. The President shall preside at General Meetings of the Forum and the Committee.

Subsidiary Associations
Article X: (Subsidiary Associations)
1. This Forum shall serve as an umbrella association for individual countries' forums for public administration.
2. The general rules for individual forums shall be set separately.

Finances
Article XI: (Finances)
The Forum shall be funded by membership fees and fundraising.

Appendix
This Constitution shall enter into force on Thursday, January 29th, 2009.
